It's a brush guard to prevent overhanging brush from smacking you in the back. ??

If it's not cheating, I'll make three guesses. If it's not ok for three guesses, I'll stand with the third below...

Guess1) A lift bar so you can lift the tongue of a trailer, verses using a jack? Why you wouldn't use a jack, I couldn't guess.

Guess2) You have an attachment which hangs on the ball but is hoisted up by the two bars?

Guess3) last guess... a grab bar so you can have someone apply weight by standing...

You've got a canal next to your house and you use that as a tow bar for pulling skiers over the ski jump.

Some very interesting guesses,I kinda thought it looked like a ski boat rig but don't think old Allis will go fast enough and the towel rack sounded good but the snow fed streams don't get warm to often to skinny dip and this old dry lander never learned to swim so here is the real use.
When the trash Mafia told us they would no longer pick up our 30gal trash cans (which I could lift into the back of a pickup and haul the 150yds to the county road)and have to use there 93gal containers.Due to physical problems I cant drag it that far so I have always said give a job to lazy man and he will find a easy to do it.!

Well back some years ago, we use to ride on the back of my friends Farmall tractor and we'd go plow and shovel peoples driveways. As we'd go down the snowy roads we'd ski/slide behind the tractor. We'd hang/stand on the 3-pt hitch. A bar like you have could have doubled for a grab bar
